Who We Are
Adolfo Mota is the president and founder of MA Engineering. Mr. Mota received his bachelor’s degree in Civil Engineering at San Diego State University, he is a Licensed Professional Civil Engineer in California. He has over 20 years of experience in civil engineering design and management.
Certifications
Mr. Mota has led design and management teams on numerous mega projects during the planning and final design phases for drainage, utility, traffic, grading and roadway design.
These projects include, Crenshaw/LAX LRT, I-405 Sepulveda Pass Transit Feasibility Study, Orange Line Improvements, and the SR 57/SR 60 Interchange Improvements projects. These projects have allowed Mr. Mota to become adept at navigating approval and issue resolution with multiple agencies and stakeholders. This experience as well as his deep technical knowledge set the foundation for MA Engineering.
At MA Engineering he has created an atmosphere that cultivates technical and professional development at all levels of experience for his staff as well as a hands-on approach on every project and with every client.
Mr. Mota is active in the local smal business community; he is a member of several small and diverse business advocacy groups. These groups include the State of Californioa Department of Transportation (Caltrans) Small Business Advisory Council and Professional Liasison Committee, Los Angeles Country Metriopolitan Transportation Authority (LA Metro), Transportation Business Advisory Council (TBAC), Professional Engineers, Los Angeles Chapter of Disabled Veteran Business Alliance, and the Society of Hispanic Professional Engineers.

Cesar Tiscareno, PE, TE
Cesar Tiscareno is a project manager at MA Engineering with over 14 years of engineering consulting experience in transportation planning and design, Cesar graduated from Cal Poly Pomona in 2008 with a B.S. in Civil Engineering. He is experienced in design and development of Clatrans and City of Los Angeles packages for both preliminary and final engineering. Cesar is knowledgable in traffic safety and traffic operations. He is a proactive member of any team when it comes to communicating objectives and schedule with his clients and project team.
Javier Tiscareno, PE
Javier Tiscareno is a project manager within MA Engineering. He has over 15 year’ experience in civil engineering with some of the biggest profile projects in Los Angeles such as LAWA APM, Metro Purple Line, I-405 Widening and Regional Connector. Javier considers himself lucky to have been exposed to many aspects of civil engineering in his career and contribute with his experience in roadway/grading, drainage and track/tunnel design as well as helping lead the MA Engineering team.
Ronald N. Mones, PE
Ronald Mones is a Senior Project Engineer and serves as a Civil Lead Designer for MA Engineering projects. His 25 years of experience spans from Private sector projects such as Lead Development to Public Section projects in infrastructure. He believes that through dedicated hard work, accountability and passion for projects is essential in providing deliverables to a diverse group of clients.
Lilian Yuen, PE
Lilian Yuen is a Senior Project Engineer at MA Engineering. Ms. Yuen graduated from the Civil Engineering program at the University of British Columbia. Over the past 10 years, she has worked on civil engineering and infrastructure planning projects in public and private sections, in her hometown of Vancouver, Canada and in Southern California. Always seeking to improve herself and her team, she is constantly looking for new opportunities to level up her craft and processes.
